One of my favorite places. I have read this kit multiple times and always loved it. It goes into a lot of detail, and I had to research several of the ideas he used, but in the long run it's great and really useful. I tend to go through it again whenever I'm considering starting a new lanuage- partially to help me remember how much work it would require and whether or not I actually want to do this, and partially to help me come up with ideas about it. Really, really great.
B) Omniglot
Now, this is not a language kit, or a specific way to make languages, or anything. This is a site about all sorts of languages and scripts- it also includes forums, which can be useful. I really, really love this place. It's so much fun for language enthusiasts, because you realize there are others like you- and it also gives you something to aspire to, considering how many languages the founder knows (I don't remember precisely, but it's a TON).
C) Holly Lisle's Create-A-Language Ebook (First three chapters free here)
Please note that I have never read the whole book, I just felt obliged to link to it because I was going to link to the free first three chapters, which I have read several times and enjoyed. I find them useful, and I hope someday to buy the actual book.
D) The Zompist Forums
Okay. These forums? Are amazing. You can learn so much simply by reading from it. The people here approach the expert level. They are really really really good at this, and some of it is really hard to understand, but they're also really helpful and nice about it. Great place.
E) Books.
Baby name books, English to anything dictionaries, language catalog books, grammar books. They're all good help and should be used. I like baby name books especially.
